Fiscal services within the Auditor of State’s Office consist of two main divisions:  the Human Resources Division and the Business Division.

Human Resources

The Human Resources division is responsible for maintaining personnel records, providing payroll services, and offering benefits counseling to over 800 government officials and their staff members. The Executive, Legislative and Judicial branches of State Government are represented in these groups, for which the Auditor of state processes and disburses salary payments according to the enabling legislation and appropriation acts approved by the Arkansas General Assembly.

Human Resources provides services to the following individuals:

Business

Within the Business Division lies the responsibility for accounts payable and accounts receivable for both the Auditor of State and the staff of the Lieutenant Governor. It develops the budget for the Auditor of State, both the operating budget and the unclaimed property area. Purchasing and asset management fall under the duties of this division. The Business Division handles the investment of funds for the Unclaimed Property Division to maximize earnings for the program and maintain liquidity to fund claims.

The Division works closely with the Administrative Office of the Courts and the Prosecutor Coordinator’s Office to monitor the budget changes for judicial agencies and to provide fund balances for these agencies.  The Auditor of State processes and pays for indigent transcripts for court reporters. Travel reimbursement is also paid for circuit judges and some district judges, court reporters, and trial assistants. The staff reimburses the counties for the salaries of their juvenile probation and intake officers up to $15,000 per year. 

The Division also administers the expense reimbursement per the direction of the Continuing Education Coordinator for the on-going training for County and Circuit Clerks, County Collectors, and County Treasurers each year.
